Since the Ministry of Health and the Ministry of Personnel issued the "Measures for the Recognition of Physician Qualifications and Practice Registration of Personnel with Medical Professional and Technical Positions" (Health Medical Fa [1999] No. 319, hereinafter referred to as the "Measures", all localities have successively carried out the work of identifying physician qualifications for personnel with medical professional and technical positions in accordance with the provisions of the "Measures. Due to the complexity of the situation, various localities have encountered some policy problems in their implementation. The following supplementary provisions are hereby made on the main problems reflected by various localities:

The 1. is engaged in clinical diagnosis and treatment in the hospital and has obtained the prescription right before June 26, 1998. The professional and technical positions are teaching and scientific research series personnel. The medical institution where they are located puts forward the employment opinions, and the medical professional and technical positions established by the provincial health administrative department The qualification review committee confirmed that those who meet the requirements of a practicing physician or a practicing assistant physician shall be recognized as a physician.

2., some medical, preventive, and health care institutions do not assess the junior professional and technical positions of graduate students after graduation, but after working for a period of time, they pass the examination and directly employ intermediate professional and technical positions. Therefore, some of the graduate students who graduated in 1995, 1996 and 1997 did not obtain medical professional and technical positions. According to the "Trial Regulations on the Positions of Health Technicians", graduate students who work in medical, preventive, and health care institutions and graduated in 1997 or before will be recognized as doctors.

3. Individual medical practitioners approved by the health administrative department before June 26, 1998, who have been evaluated by the medical professional and technical post qualification evaluation committee established or approved by the personnel administrative department or the health administrative department, and have obtained the medical professional and technical post qualification, shall be recognized as doctors; those who have the medical professional degree or above recognized by the state, but have no medical professional and technical post qualification, it must be recognized by the medical professional and technical post qualification review committee established by the provincial health administrative department, and those who meet the requirements of practicing physicians or practicing assistant physicians shall be recognized as physicians.

4. personnel engaged in clinical, oral, public health and traditional Chinese medicine (including ethnic medicine and integrated traditional Chinese and western medicine, the same below) in medical, preventive and health care institutions of industrial departments or other departments of the non-health system, as long as they have been evaluated by the medical professional and technical post qualification evaluation committee established or entrusted by their competent health department, those who have obtained the medical professional and technical post qualification before June 26, 1998 shall be recognized as doctors.

Graduates of 5. medical colleges and universities who were engaged in clinical, oral, public health and traditional Chinese medicine work before June 26, 1998, but retired before the national official professional title evaluation work, or switched to other work such as administration due to work needs, and did not obtain the qualification for medical professional and technical positions, may be qualified as doctors according to the qualification of confirmation and grading.

6., for those who have the circumstances listed in Article 37 after the promulgation of the law on medical practitioners and before the implementation of the law, their medical qualification can be determined.

The 10. doctor qualification certificate code consists of 23 digits (15 digits for the resident identity card number) or 26 digits (18 digits for the citizen identity number), of which the first to fourth digits are the annual code (1999 is filled in all), the fifth to sixth digits are the codes of provinces, autonomous regions and municipalities directly under the central government, the seventh digit is the grade code, and the eighth digit is the category code, the 9th to 23rd (or 26th) digits are the identity card number (or citizenship number). There are still policy issues that need to be clarified in the qualification of doctors, which must be fed back to the Ministry of Health before the end of April 2000.

The qualification of doctors is a complex and arduous work, with a large number of personnel, tight time, heavy workload, strong policy and wide coverage. Health administrative departments at all levels should strengthen their attention and leadership to this work, strictly enforce the law and strictly check the gate in line with the attitude of being responsible to the people and the state, and conscientiously examine and identify the existing personnel in accordance with the relevant regulations and working procedures. Those who do not comply with the requirements of the regulations, arbitrarily identify the qualifications of doctors, forge professional title qualification certificates, and issue false certificates to obtain qualification certificates must be dealt with seriously in accordance with the law and notified to the whole country to ensure the smooth implementation of the "Practicing Physician Law.
